my question is whats the best way to replace both drives on RAID 1 setup?

In my opinion, you should rebuild raid 0 first,then 1. If it is an HDD error this will fix it. Then try 2 if the issue doesn’t go away, but if you are restoring from a backup copy of windows that has the same issue then you will see the same issue pop up. That would only leave option 3, reinstall windows from scratch, restore what data you can (but not windows).
